
Yvette Lopez Brooks is a visionary leader and connector, dedicated to building stronger, more equitable communities. A longtime resident of Capitola, Yvette made history as the city’s first Latina Mayor and served two terms on the Capitola City Council. In 2024, she stepped down from public office to accept the role of Executive Director at United Way of Santa Cruz County, where she continues her lifelong commitment to fostering opportunity and systemic change.
With a deep understanding of the power of collaboration, Yvette leads United Way’s mission through its five key pillars: Health, Education, Financial Stability, Crisis Response & Recovery, and Racial Equity & Social Justice. Her work ensures that individuals and families across Santa Cruz County have access to the resources they need to thrive. Whether advocating for youth empowerment, championing inclusive economic policies, or mobilizing community partnerships, Yvette is dedicated to driving sustainable impact.
Yvette’s career has been shaped by her passion for education and social justice. She earned her B.A. in Sociology with a minor in Education from the University of California, Santa Cruz, and spent over a decade working for the Santa Cruz County Office of Education before leading the nonprofit Your Future Is Our Business, which connects students to career pathways.
During her tenure on the Capitola City Council, Yvette prioritized equity-driven policies and community well-being. She spearheaded initiatives such as the City’s first Code of Conduct, Anti-Bias training for Council Members and Staff, Capitola’s Flag Policy supporting LGBTQ+ visibility, and a Children’s Fund created through a successful TOT ballot measure. She worked alongside state and federal leaders to secure critical funding for Capitola’s infrastructure, environmental sustainability, and youth programs, including the City’s first universally designed playground at Jade Street Park.
As a strong advocate for youth leadership, Yvette has been instrumental in United Way’s Youth Action Network and previously established Capitola’s Youth Liaison Program. Her expertise in building cross-sector partnerships continues to shape her work at United Way, where she brings people together to address urgent community needs and create long-term solutions.
Beyond her professional roles, Yvette remains committed to environmental stewardship as a Board Member of the Monterey Bay National Marine Sanctuary Foundation. She is also a proud wife and mother, deeply invested in ensuring future generations inherit a more just, healthy, and vibrant community.
